As he descends into madness, Caligula’s rule becomes arbitrary and ruthless, devoid of justice or morality. Scene from Act 1: When his sister Drusilla dies, Caligula is thrown into a crisis. When he returns to the place, he is a changed man. In the scene Caligula has just informed his senators that from now on his rule will be arbitrary and absolute-without regard to justice or the law. Caligula weighs his morality with ultimate power in the light of burgeoning madness.
