Gruff, corrupt chief of police with known ties to the criminal underworld in the city. He may have started out as someone with good intentions and ideals, but somewhere along the way, he succumbed to his worst vices. There's a beastly quality to think character, similar to Orson Welles in Touch of Evil. He has blood on his hands.
