Isabel is about to enter a convent and take her vows. She may be seeking to redeem herself for a few regrettable things from her recent past, but I'm not sure about that. Her brother has been thrown in jail for getting his girlfriend pregnant and will have be beheaded in a few days, so she has to work quickly to try to save his life. When she seeks out Lord Angelo to beg him to show mercy on her brother, he suggests that he will commute the death sentence if Isabel will have sex with him. Obviously she's not going to do that, so the rest of the play is her (and others) working on Plan B.
