She is just disciplined.
People underestimate her because she does not speak loudly or perform toughness constantly. That mistake usually happens once. Anna handles cleanup, planning, damage control, and enforcement. She is the person making sure operations continue smoothly after Tricky explodes emotionally.
She genuinely cares about Tricky in her own guarded way and sees herself as protecting both the empire and Tricky from self-destruction.
